  Formerly, as a champion and proponent of Rose Garden, I would have given Rose Garden 4 or 5 stars. However, Rose Garden still has not yet refunded a significant overpayment, long after my blessed mother passed.
  This problem, obviously, is severe.
  Thereby, with the situation as it is,
  only 1 Star or less is appropriate at this time. Regarding care, Rose Garden was mostly excellent, particularly in comparison to 3 other terrible Nursing Homes we experienced, which should be shut down. But regarding financial matters, after suffering this problem with Rose Garden, I would have trusted less and exercised greater caution.
